The Austin Township Board Meeting was called to order on September 11, 2012 at 7:35 p.m. by Supervisor Kenneth Vredenburg at the Township Hall at 14132 Pierce Road, Stanwood, MI, 49346.

Present were Kenneth Vredenburg, Elizabeth G. Carr, Carolyn Towsley, John Brockway, and John Conforte.

There was no Public Comment.

Minutes: Correction-Unfinished Business #1 should read "The Fire Department is working on a policy about filling swimming pools." Moved by Carolyn Towsley, supported by John Brockway to approve the minutes with correction. Motion carried.

Financial Report: There were no CD transfers. The Fire Department received a donation for a pump. Carried subject to audit.

Payment of the Bills: Presented for payment Township check #’s 7817-7843 and Cemetery check #’s1452-1454. Presented for review Fire Department check #’s 4646-4655 and First Responder check #’s 1311-1313. Check # 7835 for Carolyn Towsley is voided because her withholdings were not coming out right. I wrote separate checks for her regular paycheck and her summer tax wages. Moved by John Brockway, supported by Carolyn Towsley to pay the bills. Motion carried.

Unfinished Business:

1. Fire Department and First Responder Report: The next Fire Board meeting will be September 19, 2012 at 7 p.m. We received a refund and credit from Amerigas for the propane we had left in the tank. The Pancake Breakfast went well. There will be a Pig Roast next month.

2. Assessor and Supervisor’s Report: The lock was cut at the Cemetery well house again and the copper wire and fuse were stolen. We will repair the pump next spring. I received the L 4029 Tax Millage Rate. We will collect 1.2500 mills.

3. Treasurer’s Report: We received a Revenue Sharing check of $18,561.00. Tax collection is going well. 65% of taxpayers have paid and 71% of tax dollars are in. That is up more than 25% from the same time last year.

4. Clerk’s Report: Recent legislation amended the Michigan individual income tax rate and increased the personal exemption amount. Effective October 1, 2012, income tax withheld on behalf of an employee should be adjusted to 4.25% and the personal exemption amount adjusted to $3950.00. Income tax withheld from pension and/or retirement benefits should also be calculated using the 4.25% rate. There is no change to the monthly pension deduction amount. These rates will remain in effect through December 31, 2013. We received the paperwork from the 941 correction for the close of the 2011-2012 Fiscal Year. The IRS owes us $0.01. We will not be collecting the penny. At the August Primary we had 19.75% turnout for a total of 187 voters. We have sent out 88 Absent Voter applications so far for the November General Election. The MOVE (oversees) ballot is due to be sent tomorrow and the reporting form for the MOVE ballot is due September 17th. I have not heard from Doug Wolhberg yet about the audit or the F-65. His audit agreement statement is available for review.

 

5. Fire Protection Agreement: We will continue work on the Mecosta Austin Fire Protection Agreement after the General Election.

New Business:

1. Roads: We need to get our project list to the County Road Commission for 2013. Possible projects would include an upgrade to the gravel on 12 and 9 Mile Roads and possibly blacktop 180th in a few years.
