The Austin Township Board Meeting was called to order by Supervisor Kenneth Vredenburg on     October 14, 2014 at the Township Hall at 14132 Pierce Road, Stanwood, MI, 49346.

Present were: Kenneth Vredenburg, Elizabeth G Carr, Carolyn Towsley, and John Brockway. There were six guests present.

Public Comment: Commissioner Art Adelman-The morgue bids are in. There was one local bid. The County Road Commission applied for a disaster relief grant.  GIS-of the fourteen townships in Mecosta County it looks like we will get twelve to participate. Public comment was also given by Eric Williams and Kimberly Booher about their respective campaigns for the position of Circuit Court Judge.

Minutes: Moved by John Brockway, supported by Carolyn Towsley to accept the minutes as read. Motion carried.

Financial Report: The Township Funds Balance is $321,867.04. We are still carrying the Taxes receivable and an incorrect entry of $175.00 in Accounts payable on the Balance Sheet. We received a Revenue Sharing check of $20,049.00. There is still an extra $15.00 entry in the Independent CD for the Fire Department. They also have an $8.56 adjustment that needs to be made to their withholding taxes. The First Responders will be receiving a $16.56 credit from the IRS to their withholding taxes. The Cemetery account balances. As of September 30, 2014 there was $169.89 left in the Property Tax Account.  Moved by Elizabeth G Carr, supported by John Brockway, to accept the Finance Report. Carried subject to audit.

Payment of the Bills: Moved by John Brockway, supported by Carolyn Towsley to approve for payment Austin Township check #’s 8318-8336 and Cemetery check #’s 1514-1516 and to present for review Fire Department check #’s 4956-4963 and First Responder check #’s 1452-1465. Motion carried.

Unfinished Business:

1.       Resignation: Moved by Carolyn Towsley, supported by John Brockway to accept the resignation letter of Austin Township Trustee John Conforte. Motion carried.

2.       Board Appointment: Moved by Kenneth Vredenburg, supported by Elizabeth G Carr to appoint Sandra J Mayo to finish the term vacated by John Conforte.

3.       Fire Department and First Responder Report: The Pig Roast will be October 25, 2014 from 12:00-4:00 p.m. The credit application went through for the Fire Department. The 1991 has transmission issues. It is the back-up pumper for Rescue. It would be good is the Fire Department could create a spread sheet of costs for each truck.

4.       Assessor and Supervisor’s Report: Verizon has applied for and been given a permit to place a tower on 8 Mile Road. The Supervisor submitted a letter of approval. Casair has applied for and received a permit to place a tower on Buchanan and 130th Avenue. They are also planning on a couple of other locations in the area. Legends Ranch has applied for a special use permit to run a Bed and Breakfast. Austin Township has no objection to the proposed land swap between the DNR and K&S Treble.

Moved by Carolyn Towsley, supported by Elizabeth G Carr to give Kenneth Vredenburg authority to let the DNR know that we are in favor of the proposed parcel exchange. Motion carried.

5.       Treasurer’s Report: 84% of the taxpayers have paid 94% of the taxes so far. The tax letter is ready and I will add Sandy Mayo’s name as the new board member. The Recycle drop site at Canadian Lakes has been moved to a new permanent place in the Mecosta Industrial Park on 9 Mile Road. There will be a Saturday tax collection. Taxes may be paid until February 17, 2015 without penalty. The last day that taxes may be collected at the Township is March 2, 2015 because February 28, 2015 is on a Saturday.

6.       Clerk’s Report: The General Election in November 4, 2014. The polls open at 7 a.m. and close at 8:00 p.m. The absent voter applications are just starting to be returned. I attempted to send dual applications in June that would have covered both the Primary and General Elections; however I used the wrong form. I had to resend the absent voter applications last week, so we are about two weeks behind.

7.       Roads: The 9 Mile Road project came in under the quoted price. They needed to do more ditching that they expected. There is an additional $6,500.00 that was needed in culverts. We will pay half $3,185.92. Moved by John Brockway, supported by Carolyn Towsley to pay $3185.92 for half the cost of the new culverts on 9 Mile Road. Motion carried.

8.       Audit: The audit is finished and the F-65 has been submitted. The audit report will be revised to more correctly reflect the First Responders finances.

9.       Wood Cutting: A nephew of Helen and Gordy Burden will be removing dead trees in the woods between the two properties.
